COUNCIL PROCEEDINGS CITY OF ATTICA
The
Common Council for the City of Attica met on the 13th day of October 2003 at
the hour of7:00 p.m. at city hall. Those present: Mr. Bill Craft Mrs. Valerie Maus Mr.
Larry
Grant, Mrs. Kay Gustus, Mr. Curt Phelps, Mr. Deon Swift, Mr. Tom O'Connor, and
Ms. Sharon Negele.
Mrs.
Gustus made a motion to approve the minutes of the September 8, 2003 meeting,
seconded by Mrs- Maus.
COMMITTEE
REPORTS
Mr.
Grant reported that the Zoning and Planning Commission met on September 16,
2003
to continue discussion on the NAPA Building. The committee decided not to
rezone at this time. Mrs. Gustus made a motion to accept the committee's decision.
Mrs. Maus seconded the motion. Mr. O'Connor will send a letter to the current
business owners to cease and desist.
CITIZENS
PETITIONS
Mr
Troy Dawson appeared before the council to dispute his sewer bill. His argument
is that the 1988 ordinance only pertains to residential service and he runs a
business at that address. Mrs. Gustus made a motion to table the current bill
charges for later discussion and review. Mrs. Maus seconded the motion.
DEPARTMENT
HEADS
Mr
.Jean reported that the city should receive the new leaf vacuum in about two
weeks. FEMA is still working on the claims for the flood and storm damage.
Mr.
Snoeberger said that the school bus issue is still pending until he can discuss
the matter with Mr. Crawford. He reported that Mr. Summers; the new dogcatcher
is doing quite well.

BUSINESS
Mrs.
Gustus made a motion to bring Ordinance # 10 from the table and read in full
for the third time. Mr .Craft seconded the motion. The vote was 5-0.
NEW
BUSINESS
Mrs.
Maus told the council that she had been approached about a solution to regulate
the miscellaneous signs around town advertising garage sales and such. After a
discussion it was decided that rather than come up with a new set of rules it
might be appropriate to make a public announcement on Channel 5 to please take
down any temporary signs that had been put up.

There being no further business to come before the council, Mrs.Gustus made a motion to adjourn, seconded by Mr. Phelps.
