COUNCIL PROCEEDINGS

CITY OF ATTICA

March 8, 2010

 

The Common Council for the City of Attica met on the 8th day of March at the hour of 7:00 p.m. at City Hall.  Those present:  Mr. Bill Craft, Mr. Larry Askren, Mr. Larry Grant, Mrs. Valerie Maus, Mr. Tom O’Connor, Mr. Robert Shepherd and Ms. Sharon Negele. 

 

APPROVAL OF MINUTES FROM PREVIOUS MEETING

Mrs. Maus made a motion to approve the minutes of the February 8th Council meeting and seconded by Mr. Askren.

 

CITIZENS PETITIONS

The residents of Attica that live on Brady St. in the three block area of the boulevard received a letter outlining the Cities ordinance regarding the prohibition of parking between the curb and sidewalk and that this ordinance would be enforced.  Several residents attended to voice their opinion:

Grover Rasnic – The snowplows can’t get through when the cars are parked next to the curb and the result will be a torn up median.  Also speeding cars are of a great concern.  Speed signs and stop signs may help.  We poured a slab between the curb and sidewalk so to eliminate a muddy appearance.

David Rasnic – I put gravel where I can pull up and only put two tires up over the curb and my curb is perfectly fine.  I have been driving up on it for 26 years.  The alley behind my house is in bad shape and a snow plow doesn’t take any of the snow out of my alley.

Sherri Stewart – I have had two vehicles hit due to the narrow street and we are being punished because we have a curb.  There is only a 9 foot clearance if I don’t pull up on the gravel.  Can we take some of the median out?  All of the other areas that don’t have curbs then are allowed to pull up to the sidewalk.  Please make this fair to everybody.

Robert Shepherd thanked everyone for their comments and for now there would be no enforcement.  When a decision has been made all of the residents will be notified.

 

Scott and Mellissa Gregory asked if the city would support the placement of entrance signs that recognizes the historical ties to George Hay.  He presented a mock drawing of a 4x8 sized sign.  They were requesting for the City to donate the labor to install the signs.  After a brief discussion the council determined that this required further investigation into the rules and regulations associated with the placement of the signs. 

 

DEPARTMENT HEADS

Mr. Jean reported that the water test from the operating Air stripper resulted in a no detectible amount of TCE. 

Mr. Snoeberger reiterated that he had sent a letter to the boulevard residents of Brady St. and had given them a time limit of March 10th to correct their parking habits.  He had also asked the Neighbor to publish an article on all of the rules and regulations pertaining to parking rules and other rules which typically result in an Ordinance violation. 

Mr. O’Farrell reported that we are two and a half weeks away from the delivery of the Triple Combination Pumper.   

Mr. Eric Dismore reported on several homes he had complaints on that he would be sending letters to the owners regarding the necessary corrections required.  Mr. O’Connor reported that he had heard from the attorney handling the 104 E Washington property and that they were in communication with the Library to expedite demolition and transfer of ownership. 

 

UNFINISHED BUSINESS

Mr. O’Connor presented a Resolution for the Storm Water Grant stating the commitment of the required matching funds.  Mr. Grant made a motion to accept and Mr. Askren seconded, all ayes.  Ms. Negele and Mr. Shepherd informed the Council on the latest meeting with Steve Wanner from CRA.  The subjects discussed were predominately regarding the 130 homes that have been affected by the TCE plume.  A little over half of them have been sampled and depending on the results there are three different solutions.  The first being a permanent mitigation system with a membrane including suction pipes to remove the air from the household.  The second is sealing the home to stop the vapors and the remaining is no action due to zero detection in air sampling.  These homes will be checked again throughout the process.  The remaining homes that have not been checked are posing a challenge due to vacancies or lack of cooperation from the owner of the property.  There will be a newsletter sent to all of the residents shortly on their progress. 

 

NEW BUSINESS

Ms. Negele presented an outline of the various cemetery funds created through endowments/trusts and how they can be used for the Riverside Cemetery.

 

MISCELLANEOUS BUSINESS

Ms. Negele reported that spring cleanup would be May 15, 2010 and Mr. Shepherd noted that he would confirm with Harrisons that they would take the old appliances for scrap and would also contact the school regarding volunteers to be made available for those requiring help to move their materials to the curb.  

Mr. Shepherd reminded everyone about the Census 2010 and that March 19th is officially census day.  He also noted that the census committee has been busy preparing flyers and educational materials to the schools on improving awareness and participation.  Ms. Negele wanted to remind everyone that this Census is extremely important to the City of Attica financially and that even non legal residents need to be counted.

Mrs. Maus asked if the Council would like to go ahead and discuss the parking issue on Brady St.  After a brief discussion all of the council members in attendance thought it would be best for the appearance of the City of Attica to enforce the current ordinance.  Mr. Shepherd asked Mr. O’Connor to draft this in a letter to the residents and invite them back to the next council meeting.

 

ADJOURNMENT

There being no further business to come before the Council, Mr. Askren made a motion to adjourn, seconded by Mr. Grant all ayes.
