Mr. Eric Smith with Hannum, Wagle & Cline engineering presented a compliance update for the City of Attica CSO Long Term Control Plan.  The following is an overview of the project.

  • Original Plan submitted in 2002 and revised in 2004
  • Original plan based on presumptive approach and provided measures to capture up to 85% of CSO flows and limit overflows to an average of 4 events per year.
  • Late 2006, technical review of plan received from IDEM with new “design storm policy”:

-  Full Treatment for all flows up to the 1-year, 1-hour storm

(Approximately 1.2 inches in one hour)

-  Primary treatment for all flows up to the 10-year, 1-hour storm

(Approximately 2.1 inches in one hour)

  • Revisions to LTCP required along with evaluation of the design storms - agreement to be presented to City.
  • Early 2007 - present - flow meters and rain gauges in place for data collection necessary for analysis of design storm/overflows
  • Model the CSO system using data collected for the required design storms
  • Evaluate options necessary to comply with the design storms and determine cost of implementation.
  • If costs are above affordability threshold - preliminary estimated at $4.6 million for Attica - the Use Attainability Analysis will be required and completed to propose a designated “CSO” use category for the river during and 4 days after rain events.
  • Implementation likely to commence in 2009 and may be approvable for a 10 year implementation schedule.
