COUNCIL PROCEEDINGS

CITY OF ATTICA

February 12th, 2007

 

 

The Common Council for the City of Attica met on the 12th day of February at the hour of 7:00 p.m. at City Hall.  Those present: Mr. Larry Grant, Mr. Harold Burris, Mr. Bill Craft, Mr. Larry Askren, Mrs. Maus, Mr. Tom O’Connor, Mr. Deon Swift, and Ms. Sharon Negele. 

 

 

APPROVAL OF MINUTES FROM PREVIOUS MEETING

Mrs. Maus made a motion to approve the minutes of the January 8th, seconded by Mr. Askren.

 

 

DEPARTMENT HEADS

Officer Anthony Pruitt, the new Attica police officer was introduced and sworn in by Mayor Swift.  He replaced retiring officer Dave Galloway as of 1/28/07.  Mr. Jean gave an update on snow removal and said they were preparing for the next storm.

 

 

NEW BUSINESS

Mr. Grant made a motion to congratulate the Lady Attica Red Ramblers on their sectional win, Mr. Craft seconded, all ayes.  Mr. Swift proposed that the council discuss possible solutions for water flow problems during extreme freezing weather.  The current announcement asked citizens that have previously experienced a frozen meter to run their water the size of a pencil lead and to contact the clerk’s office for an adjustment.  Ms. Negele interjected that asking all citizens to run their water and allow a billing adjustment would require an amendment to the current utility ordinance. It would be considered similar to a sprinkling privilege.  There was further discussion regarding citizens that did not have a frozen meters but frozen pipes, due to poor insulation and if they should be included in any billing adjustment.  Mr. Swift concluded that we should continue discussing this issue and try to devise a solution for next year.  Ms. Negele said meanwhile the Clerk’s office would keep track of the frozen meter addresses for future warnings.  Ms. Negele reported that the Downtown Revitalization Plan began with our representative from the Engineering firm of  Fleis & Vandenbrink interviewing downtown property owners and touring some of the buildings.  She also met with him to review his initial thoughts and findings.  Ms. Negele reported that the most difficult task will be identifying the buildings that are not economically/structurally feasible to save and to find the monies to demolish and renovate the land for use as a green space or parking.  Ms. Negele announced that the State distributed an extra $14,611 to the City of Attica created by a surplus of funds in CEDIT.  It was suggested by the State to place the money in our rainy day fund.  Ms. Negele suggested a weighted distribution according to current balances and all council members agreed. 

 

 

 

 

 

 

 

 

 

 

 

MISCELLANEOUS BUSINESS

Boy Scout Troop 319 attended the Council meeting and gave a presentation on various community sites. The boys presented well and will now receive their community badge.

 

ADJOURNMENT

There being no further business to come before the council, Mr. Askren made a motion to adjourn, seconded by Mr. Burris, all ayes.
