COUNCIL PROCEEDINGS

CITY OF ATTICA

July 11, 2005

 

The Common Council for the City of Attica met on the 11th day of July at the hour of 7:00 p.m. at city hall.  Those present: Mr. Larry Grant, Mrs. Valarie Maus, Mr. Bill Craft, Mr. Harold Burris, Mr. Larry Askren, Mr. Deon Swift, Mr. Tom O’Connor and Mrs. Pam Sichts. 

 

APPROVAL OF MINUTES FROM PREVIOUS MEETING

Mrs. Maus made a motion to approve the minutes of the June 13th meeting, seconded by Mr. Craft.

 

CITIZEN PETITIONS

Mr. & Mrs. John Brooks appeared before the board to inquire about the results of previous complaints. Mr. Snoeberger informed them that one property has received an ordinance violation for rubbish and trash. The deadline to clean up this particular property has been extended because of the extent of work needing to be done. Mayor Swift and City Attorney Tom O’Connor explained that the city ordinance regarding dogs does not regulate the number of dogs allowed to be kept inside. Citizens are not to have more than 2 animals outside at one time. It was suggested that a phone call to the police be made at the time the animals are being disruptive.

Mark Little came before the board to request a rezoning, variance or clarification of the current zoning definition for his building. Mr. Burris made a motion to refer the matter to the Area Planning Commission on the condition that Mr. Little submit a written request. Mr. Craft seconded the motion. A meeting to discuss this matter shall be held on Monday, August 1, 2005 at 6:00 p.m. A special council meeting will occur immediately after.

Mr. O’Connor took the opportunity to impress upon the council the need for re-vamping the current zoning ordinances.

 

DEPARTMENT HEADS

Mr. Snoeberger announced that there has been a rash of bicycle theft and vehicle break-ins. He strongly encourages citizens to lock up valuables and keep vehicles locked. He also reported that four juveniles were arrested for vandalism to the city pool. The paperwork has been forwarded to the Fountain County Prosecutor’s office.

Ms. Jordan told the council that her sister’s family recently visited and used the pool. They commented that Attica has the finest swimming facilities of any small community that they’ve visited.

 

UNFINISHED BUSINESS

In keeping with tradition, Chief Snoeberger presented retiring Assistant Chief Scherer with his service revolver. Mr. Scherer is retiring from the force after 21 ˝ years of service.

 Employee health insurance rates will be increasing due to an unavoidable missed deadline.  Mrs. Maus made a motion to temporarily change the city’s contribution for employee health insurance from 75% to 80%. Mr. Burris seconded the motion. This matter will be revisited when the State Health insurance information and rates are received.

 

 

 

 

NEW BUSINESS

The proposed Salary Ordinance and budget were given to council members for review. These items will be discussed at the August council meeting.

 

 

MISCELLANEOUS BUSINESS

Mayor Swift swore in new officer Ed Durnil.

Mr. Grant suggested that the current pool ordinance be looked at and possibly amended to include the inflatable pools that are rising in popularity. Mr. Swift suggested that the animal ordinance also be reviewed. Mrs. Sichts offered to research ordinances from other towns and cities and mail findings to council members to review before the August meeting.

 

ADJOURNMENT

There being no further business to come before the council, Mr. Askren made a motion to adjourn, seconded by Mr. Craft, all ayes.
