SPECIAL COUNCIL MEETING

CITY OF ATTICA

SEPTEMBER 25, 2001

 

 

The Common Council for the City of Attica met for a special meeting on the 25th day of September 2002 at the hour of 5:00 p.m. at city hall.  Those present:  Mr. Bill Craft, Mrs. Valarie Maus, Mr. Larry Grant, Mr. Tom O’Connor, and Mr. Deon Swift.  Absent:  Mr. Curt Phelps and Mrs. Kay Gustus.

 

The purpose of the special meeting of the council was to approve or discuss Ordinance #13, A Fair Housing Ordinance for the city to receive grant money from the state of Indiana.  This ordinance prohibits discrimination upon race, color, religion, sex, handicap, familial status or national origin based upon rental or the sale of any residential property.  Mr. Grant made a motion to read Ordinance #13 for the first time in full, second time by title only, seconded by Mr. Craft.  All ayes.  Mr. O’Connor read in full:  ORDINANCE #13, 2002 A FAIR HOUSING ORDINANCE.  Mr. O’Connor then read by title only:  ORDINANCE #13, 2002 A FAIR HOUSING ORDINANCE.  Mr. Craft made a motion to suspend the rules and read in full for the third time, seconded by Mr. Grant.  All ayes.  Mr. O’Connor read in full for the third and final time:  ORDINANCE #13, 2002 A FAIR HOUSING ORDINANCE.  Mr. Grant made a motion to approve the ordinance as read, seconded by Mrs. Maus.  Roll was called.  Three (3) ayes and zero (0) nays.  Motion carried.

 

Mrs. Maus made a motion to adopt the drug policy as a part of our Personnel Policy, seconded by Mr. Grant.  All ayes.

 

Mr. O’Connor reported to the council there had been a request to rezone property by Ralph Corey, located just west of McDonald’s Restaurant, Lot 115, from M-1 (Light Industrial) to B-1 (Local Business).  Mr. Grant made a motion to refer the request to the Zoning and Planning Commission, seconded by Mr. Craft.  All ayes. 

 

Ms. Bunny Jordan, on behalf of her neighbors on Taylor and Hollovy Streets, spoke to the council regarding traffic on those two streets.  There are no sidewalks in that area and many children play in the street.  Cars move along Taylor and Hollovy very fast because there are few stop signs.  The Edgewood Apartments are at the north end and a soccer field at the other end at Summit Street.  The neighbors propose some stop signs and speed limit change on Taylor and Hollovy Streets.  Mayor Swift said to forward the matter to the Traffic Committee.

 

Ms. Jordan, who is the Building Commissioner, stated there are no permits required to install a fence.  However, the city does have regulations on fences.  She asked, “How do property owners know when they don’t need a permit and what the rules of the fences are?”  Ms. Jordan thinks the city should have to have a building permit for a fence so we do not run into problems as we have in the past.  Mayor Swift said he would look into the matter.

There being no further business to come before the council, Mr. Grant made a motion to adjourn, seconded by Mrs. Maus.
