CITY OF ATTICA
JANUARY 14, 2002
The Common Council for the City of Attica met on the 14th
day of January 2002 at the hour of 7 p.m. at city hall. Those present: Mrs. Valarie Maus, Mr. Larry Grant, Mr. Bill Craft, Mr. Curt
Phelps, Mrs. Kay Gustus, Mr. Deon Swift, and Mr. Tom O’Connor.
APPROVAL OF MINUTES
Mr. Phelps made a motion to approve the minutes of the
December 10, 2001 council meeting, seconded by Mrs. Gustus. All ayes.
CITIZENS PETITIONS
Mayor Swift said he had a petition from Harrison Steel
Castings Company requesting a portion of Pine Street, between Mound and Union
Streets, to be closed. Mayor Swift then
opened the meeting to the public for discussion. There being no public comments, Mayor Swift closed the
meeting. Discus-sion was held among
council members. Mrs. Gustus made a
motion to read Ordinance #1 for the first time in full, seconded time by title
only, seconded by Mr. Craft. All
ayes. Mr. O’Connor read in full: ORDINANCE #1, 2002 AN ORDINANCE VACATING A
PORTION OF PINE STREET IN THE CITY OF ATTICA, INDIANA. Mr. O’Connor then read by title only: ORDINANCE #1, 2002 AN ORDINANCE VACATING A
PORTION OF PINE STREET IN THE CITY OF ATTICA, INDIANA. Mrs. Gustus made a motion to suspend the
rules and read Ordinance #1 for the third time in full, seconded by Mrs.
Maus. All ayes. Mr. O’Connor read in full: ORDINANCE #1, 2002 AN ORDINANCE VACATING A
PORTION OF PINE STREET IN THE CITY OF ATTICA, INDIANA. Mrs. Gustus made a motion to adopt Ordinance
#1. Roll was called. Five ayes, 0 nays. Motion passed.
A citizen of Attica was present and asked the council if
something could be done about the pool hall downtown on Perry Street. He felt the boarded up windows on the
building hindered the appearance of the downtown area. Mayor Swift told him he couldn’t make any
promises, but the council was aware of the appearance of the pool hall and was
working on the problem.
DEPARTMENT HEADS
Mr. Robert Smith, Director of Public Works, reported a new
pump and flow meter was being installed at the lift station. A flow meter and rain gauge was also being
installed at the Waste Water Treatment Plant.
Mayor Swift informed the council the city is moving forward
on the Combined Sewer Overflow. The CSO
Committee has had two meetings and is working toward compliance with IDEM. He said the city is also looking for a
generator.
UNFINISHED BUSINESS
Mayor Swift reported that the Board of Works reassigned the
city and fire department insurance to Valley Insurance Agency.
Mayor Swift informed the council that Ball State University
would be conducting an income survey in Attica very soon. This is in conjunction with the Department
of Commerce in order to obtain a $400,000 grant for the water line extension in
the north end of the city. The Ball
State staff will be calling citizens for information. This information will be kept confiden-tial and will not be
revealed to anyone, just the results of the survey. Mayor Swift encourages all citizens to answer the questions when
called. The city will announce
information regarding the survey in the local paper, on Channel 5, local radio,
and website.
Mayor Swift said the city has received many complaints from
semi drivers and others concerning low tree branches hanging over the
streets. Accord-ing to city ordinance,
it is the city’s responsibility to keep the branches trimmed. He said workers had begun trimming them on
Perry Street and will continue throughout the city.
Mayor Swift presented to the council a copy of the two-year
contract with Hannum, Wagle and Cline.
It’s the standard consultation related contract with the city for the
water and sewage operations. It includes
up to twenty site visits and is $2,500 yearly.
It will be signed at the Board of Works meeting.
Mayor Swift also informed the council the city has applied
for a Build Indiana Fund for the Waste Water Treatment Plant. It’s an unmatched $100,000 grant for
upgrading.
Mr. Smith announced Mrs. Connie Sichts passed the Class II
Certification for the Waste Water Treatment Plant.

There being no further business to be brought before the
council, Mr. Phelps made a motion to adjourn, seconded by Mr. Grant.
