CITY OF ATTICA
BOARD OF WORKS AND SAFETY
SEPTEMBER 17, 2002
The Board of Works and Safety met on the 17th day
of September 2002 at city hall at 5:30 p.m.
Members present: Mrs. Kay
Gustus, Mr. Duane Roderick, Mr. Deon Swift, Mr. Tom O’Connor, and Mrs. Nancy
Mitchell.
APPROVAL OF MINUTES
Minutes of the regular session held on September 3, 2002
were approved as prepared on a motion by Mrs. Gustus, seconded by Mr. Roderick.
CITIZEN’S PETITIONS
Mr. and Mrs. Chris Gaylor were present to express their concern
about mosquito spraying by the city.
Their daughter suffers from asthma and their doctor said the spraying
could be harmful to her condition. The
current spray used is a diesel base and two doctors said that is definitely
harmful. Mr. and Mrs. Gaylor requested
the city use a spray that is not diesel based.
Mr. Ron Jean, Director of Public Works, informed them that such a spray
has been ordered. Mrs. Gaylor wanted to
know if the city could spray only one time a week as suggested by the company,
RicMar. Mayor Swift said the city had
received so many complaints concerning mosquitoes that we had to spray more
often. He also said the city had enough
spray to last this year, however, we will only use this until the new spray has
arrived; the city will continue spraying with the diesel base spray down by the
river.
DEPARTMENT HEADS
Mr. Jean reported he and Police Chief Snoeberger had marked
the curbs downtown that were to be painted yellow. Mayor Swift complimented Mr. Jean and the city workers on their
cleanup of the north side of the river edge.
It has been leveled out and looks very nice.
UNFINISHED BUSINESS
Mrs. Gustus made a motion for the board to accept the bid
from Brackney, Incorporated for the North End Project based on the approval of
the grant administrator, city engineer and the city attorney, seconded by Mr.
Roderick. All ayes.
City Attorney O’Connor said Mr. Dicken had a court
appearance on Monday, September 16, wherein he entered a denial of the
ordinance violation. The judge set a
trial for October 14, 2002. Mr.
O’Connor has also sent a notice to Mrs. Judy Oteham, who has an interest in the
real estate.
NEW BUSINESS
Mayor Swift reported he had received complaints about the
sign on Highway 41which is owned by Mr. Ralph Corey. Mr. O’Connor had received a phone call from Hawkins Sign, the
company installing the sign. He checked
with the clerk’s office and found that the property is zoned industrial. Mr. O’Connor has told the building
commissioner the city regulates outdoor billboards through its zoning
ordinance; the zoning ordinance requires the billboards to be in commercial
districts. Mr. Cory will have to apply
for rezoning.
CLAIMS
Claims in the amount of $78,926.30 as shown by the claims
and allowance docket, were presented to the board. Mrs. Gustus made a motion to pay the claims, seconded by Mr.
Roderick. All ayes.
ADJOURNMENT
There being no further business to be brought before the
board, Mrs. Gustus made a motion to adjourn, seconded by Mr. Roderick. All ayes.
