BOARD OF WORKS AND SAFETY
JULY 16, 2002
The Board of Works and Safety met on the 16th day
of July 2002 at city hall at 5:30 p.m.
Members present: Mrs. Kay
Gustus, Mr. Deon Swift, Mr. Tom O’Connor and Mrs. Nancy Mitchell. Absent:
Mr. Duane Roderick.
APPROVAL OF MINUTES
Minutes of the regular session held on July 2, 2002 were
approved as prepared on a motion by Mrs. Gustus, seconded by Mayor Swift.
CITIZEN PETITIONS
Mr. Chris O’Leary and Mr. Earl Martin were present for the
hearing of Mr. O’Leary’s property at 800 North Perry Street. Mr. Martin informed the board he was in the
process of purchasing the property from Mr. O’Leary and had made arrangements
to have the building torn down. After
discussion, the board decided to continue the hearing another thirty days to
August 20. If the property is cleared
by that time, Mr. Martin need not return to the board meeting.
DEPARTMENT HEADS
Mr. Robert Smith, Director of Public Works, stated he had
checked prices of weed killer with Ricmar, Ruth Industries and a company in
Oxford. All prices were approximately
the same—from $1600 to $1700. Mayor
Swift asked Mr. Smith to obtain figures from other companies for
comparison.
Mr. Smith said when school begins August 14 he will lose two
summer employees. He asked permission
from the board to hire two other people to replace them. The two new hires would continue mowing,
weed eating, etc. until the growing season is over. He recommended paying them $6 to $6.50 per hour. Mayor Swift said he would like to talk this
over with Mr. Smith further and then bring it back to the board.
Mr. Smith informed the board the storm drain at the Attica
Library was almost complete and cement will be poured on Thursday morning.
Police Chief Snoeberger said he would appreciate the board
taking into consideration his request for a part-time records clerk for 2003.
Chief Snoeberger reported that he and his department was
working on the problem of loitering in the downtown area. People are going to receive one warning and
if it is not heeded then they will be arrested.
Fire Chief Ed O’Farrell told the board Midwest Fire gave him
a verbal quote of $4200 toward repair of the pump on Engine #13 (it could be
less). Repair is scheduled to begin around
August 5th or 6th and it will be out of service for three
to five days. He will have another
vehicle to replace Engine #13 while it is being repaired.
NEW BUSINESS
Mayor Swift said the city had received two written and one
verbal proposal for tree work to be done at Riverside Cemetery. Bass Tree Service bid was $2900 to
$3100. Jordan Sawmill and Logging
Company gave a total bid of $2800. This
included removal of a hard maple tree in the northwest corner, a hard maple in
the Jewish Cemetery, and removal of dead limbs in twenty other trees. Eberly Tree Service quoted $5255 which
included the same removal as Jordan Sawmill, however, their proposal also
includes taking down and removing limbs from a cottonwood by the garage,
removing two dead cedars, and remove three dead trees on the blacktop drive
(which is about $2000). Mayor Swift
made a motion that if Jordan Sawmill and Logging Company will include taking
down the cottonwood and limbs, removal of two cedars, and providing a
Certificate of Insurance they would receive the bid, seconded by Mrs. Gustus.
Mayor Swift reported the city received a bid from Neumayr
Lumber of $440, less a ten percent discount for a 10 x 14 garage door for the
equipment building for the cemetery.
Mrs. Gustus made a motion to accept the bid, seconded by Mayor Swift.
Mayor Swift also reported the city had two bids for cutting
bushes and trimming trees at the city building and McDonald Park. Mr. O’Connor read the bids: M & G Country Nursery at $795.50 and
Anywhere Lawn Care at $835. Mayor Swift
made a motion to go with M & G Nursery, seconded by Mrs. Gustus.
CLAIMS
Claims in the amount of $96,094.79 as shown by the claims
and allowance docket, were present to the board. Mrs. Gustus made a motion to pay the claims with the exception of
Voucher #956 in the amount of $697.43, seconded by Mayor Swift.
ADJOURNMENT
There being no further business to be brought before the
board, Mrs. Gustus made a motion to adjourn, seconded by Mayor Swift.
