BOARD OF WORKS AND SAFETY
JUNE 18, 2002
The Board of Works and Safety met on the 18th day
of June 2002 at city hall at 5:30 p.m.
Members present: Mrs. Kay
Gustus, Mr. Tom O’Connor, Mr. Deon Swift, and Mrs. Nancy Mitchell. Absent:
Mr. Duane Roderick.
APPROVAL OF MINUTES
Minutes of the regular session held on June 4, 2002 were
approved as prepared on a motion by Mrs. Gustus, seconded by Mayor Swift.
CITIZENS PETITIONS
Mr. Dennis Dickens, 201 Logan Street, was present to give
the board an update on his home. Mr. Dickens said the insurance company
informed him he had sixty days from the date of the fire on March 12 to make a
claim, which he has done; likewise the insurance company has sixty days (after
Mr. Dickens’) to make a determination.
Mr. Dickens said that Indiana Insurance still has it under investigation
and he is waiting to hear from them—they have another thirty days. Mayor Swift said he understood the
investigation was complete. Building
Commissioner Bunny Jordan had issued an order pursuant to our city ordinance to
have the property torn down within thirty days. Mr. O’Connor suggested that the board continue the hearing at a
later date giving him time to contact Indiana Insurance. Mayor Swift gave Mr. Dickens sixty days and
the hearing would continue at the board meeting on August 6.
Mr. Chris O’Leary, 800 North Perry Street, was also present
for a hearing with the board regarding his property. His home was burned over a year and a half ago and there doesn’t
seem to have been any progress since that time. Mr. O’Leary did inform the board he was working on the home and
hopes to have the bottom half finished by winter. Ms Jordan said it was her opinion that it was beyond repair. She feels it would take a lot more time than
the city would be willing to give. Fire
Chief Ed O’Farrell said that it Mr. O’Leary is doing the entire repair himself,
he has his work cut out for him. It is
going to take a great deal of time and effort. Mrs. Gustus made a motion to continue the hearing for thirty
days with Mr. O’Leary returning to the July 16 board meeting, seconded by Mayor
Swift.
Mr. Troy Dawson, 454 Avenue Seven, was not present. Mayor Swift said it had been looking trashy
for years and years and it has finally been pushed it in; now he want years and
years to clean it up. Mayor Swift
requested Mr. O’Connor to write a letter ordering a cleanup.
DEPARTMENT HEADS
Mr. Robert Smith, Director of Public Works, said the
Department of Health had informed him that the mosquito spray fluid the city
was using was a Hazard Three and suggested it be discontinued. Mayor Swift directed Mr. Smith stop using it
momentarily. Mayor Swift was going to
ask Dr. Fred Martin, Fountain/Warren County Health Department to come to the
next council meeting so the council can determine what to do.
UNFINISHED BUSINESS
The board held a discussion concerning a dead tree at 926
South Perry Street. Mr. O’Connor said
he had sent a letter to the homeowner over a month ago informing them the tree
was a hazard and must be cut down. Thus
far, the city has had no response.
Board members then requested Clerk/Treasurer Mrs. Mitchell to write
another letter informing the homeowner that he had a short time in which to cut
down the tree or the city would do it and the homeowner would have to pay the
expenses incurred.
CLAIMS
Claims in the amount of $120,004.41 as shown by the claims
and allowance docket, were presented to the board. Mrs. Gustus made a motion to pay the claims, seconded by Mayor
Swift.
ADJOURNMENT
There being no further business to be brought before the
board, Mrs. Gustus made a motion to adjourn, seconded by Mayor Swift. All ayes.
